HAP. What is it and how can it assist you?

The Homeowner’s Assistance Program (HAP) is administered by the US Army Corps of Engineers (USACE), under the authority of the Department of Defense (DOD), to assist eligible homeowners who face financial loss when selling their primary residence in areas where real estate values have declined because of a base closure or realignment announcement.  Eligible personel include military service members (including Coast Guard) and federal civilians (including non-appropriated fund employees) assigned to an installation announced for closure or realignment.

HAP provides assistance in four ways. For eligible applicants, the Government may:

  1. Reimburse you for part of your loss from selling your home.
  2. Assist you, if you don’t have funds from the sale of your home to pay-off your mortgage (commonly referred to as a Short-Sale).
  3. Purchase your home by paying off the mortgage.
  4. Help, if you default on your mortgage.

HAP may be able to assist many in the Fredericksburg Real Estate market, as well as many of the surrounding areas, to reduce/recoup financial losses resulting from the sale of a home.
